$\dfrac{8^{3}}{2^{3}}= \left( \dfrac{8}{2} \right)^{3} = 4^{3} = 64$
$\dfrac{3^{2}}{9^{2}}= \left( \dfrac{3}{9} \right)^{2} = \left( \dfrac{1}{3} \right)^{2} = \dfrac{1}{9}$
